If you live in a housing cooperative or is a property owner who offers package collection in a recycling room or such, you might need to dign a new agreement with the contractor/contractors that the municipality has procured for collection of packaging from 2024. Current agreements may need to be terminated or renegotiated. The Swedish municipalities takes over the responsibility for collecting household packaging from the 1st of January 2024 and FTI:s operations will be discontinued during the first quarter of 2024. Producers can contact FTI:s producer service for questions on reporting volumes for 2023. Suppliers, contractors and past partners can call FTI:s service center. Municipalities who want to get in touch with FTI either contacts ther regional manager or sends an email to kommun@ftiab.se. Individuals can contact their municipality for all questions regarding collection of household packaging and complaints on recycling stations.

Näringslivets Producentansvar is a Producer Responsibility Organisation (PRO) that works for circular material flows and traceable recycling of packaging. They support and advise their affiliated producers in matters regardning design for recycling and reporting to the Swedish EPA. The comapny is owned by five indusry organisations; DLF Sweden, Swedish Food Retailers Federation, Swedish Trade Federation, the Swedish Brewers Association and the Spirit and Wine Suppliers Association. FTI:s operations has covered collection of packaging as well as support to affiliated producers. The new ordinance that the government decided on in June 2022 states that the responsibility for collecting household packaging transfers to Sweden's municipalities on January 1st 2024. The newly formed company Näringslivets Producentansvar is an approved Producer Responsibility Organisation and will take over all producer responsibility related questions from FTI as of January 1st 2024. For this reason, FTI is discontinued during 2024.

It is the Swedish government that decided on the new ordinance for producer responsibility for packaging. The decision was made in June 2022.

The purpose of the new ordinance is to increase the recycling of packaging and reduce the amount of packaging and packaging waste. The ordinance also contains defined targets for material recycling and new targets for reuseable packaging, reduced littering and how much recycled plastic a package should contain, among other things.

From the 1st of January 2024, packaging waste that has been produced in your business must be dropped off to a collection system for business packaging waste. It can be left free of charge at a collection point, in market driven systems for material recycling or the municipality's collection system for co-located businesses. Free collection points for packaging waste from businesses will be set up by an approved Producer Responsibility Organization (PRO). On 31st of December at the latest, the Swedish Environmental Protection Agency (EPA) will decide on which PRO will get the responsibility to set up and run collection points. From January 1st 2024, Sweden's municipalities will take over responsibility for collecting packaging from households, and on 1st of January 2027 at the latest, the municipalities will introduce curbside collection for all households. From 2026, the municipalities will also set up separate collection for packaging in squares, parks and other popular places where the municipalities has responsibility for refuse collection. FTI:s agreements with suppliers and contractors is terminated, since FTI:s operations is discontinued during 2024. From 2024 the municipalities take over the responsibility for collection of household packaging, and producer related questions is directed to the new company Näringslivets Producentansvar.

From the 1st of November 2023, all producers must be affiliated to an approved Producer Responsibility Organisation, such as Näringslivets Producentansvar. The company has been formed to support producers in meeting the increasing demands in the ordinance and builds on the expertise that has developed within FTI since 1994. In summary, the new ordinance means that producers has a responsibility to:
- Contribute to the national targets for material recycling rates and packaging waste.
- Only use packaging that can be recycled or reused.
- Contract or provide a Producer Responsibility Organization (PRO) to manage their packaging.
- Register as a producer with the Swedish Environmental Protection Agency (EPA) before their packaging is introduced into the Swedish market.
- Report the quantity of packaging and volumes introduced into the Swedish market.
- Pay for the collection and recycling of their packaging.

It means that your municipality takes over the responsibility for collecting the packaging from your household. 95% of the municipalities in Sweden will take over FTI:s recycling stations as the responsibility tranfers to them on January 1st. As of then you need to contact your municipality or municipal waste company with questions about the collection of packaging. The ordinance also states that all citizens will have access to curbside collection on january 1st 2027 at he latest. The responsibility for setting up curbside collection lies on the municipalities.

The municipality will be responsible for collection from and including 2024 and the collection will then be carried out by contractors selected by the municipality. It will be the municipality that receives compensation from the producers according to the ordinance from the Swedish Environmental Protection Agency. As for how the change affects costs for condominium associations and property owners, this is a question for each municipality to answer.
